Like Bill said, I like the Best Western Novato Oaks. Nice area, nice rooms, close to the track, has a free breakfast and good coffee across the freeway. If you really want a cheaper place look in Vallejo area. For dinner try State Room in downtown San Rafael http://stateroombrewery.com

I second the Best Western. About 15min away, best value around there and Peet's coffee is right across the freeway on the way.

Depending on where you're coming from Alaska, Jet Blue or Southwest into Oakland is pretty easy.
