Unfortunately, the issue is that the more cost effective solution is to run water from the neighboring county rather than from Halifax itself. The other issue is how there are independent cities in VA, so the city of Danville likely pulls in tax revenue from the hotels and eateries while the county only gets revenue from activities directly at the track.
