Still have enough pts for front and rear aero. Springs are essentially free. Shocks are upgradeable, brakes are upgradeable, wheel spacers are free. Bushings are free. I personally think it should be an automatic step that if a verbal/email value is given for a car, add it to the list. Making it team captains only is probable meant to keep a lid on things. In reality, its probably a rule trying to solve a problem that doesn't really exist.
