I believe the commonly used definition of coilovers implies ride height adjustable springs. The value did not change. There is a bit of follow up to the rule a bit further down if you keep reading. Essentially, coilovers with adjustable height are 10 pts per corner with any spring you want. Aftermarket springs by themselves are 5 pts per corner. That's a stock top hat, which started the whole debate. the stock spring narrows down to roughly 2.5" on the top so they were able to use 2.5" "racing" springs and considered them stock diameter, even though the shape and diameter at the other end was way off.
