Why holes in the OEM undertray?

Hi,

 

This is the NC Miata undertray:

It does a pretty good job on funneling all the air thru the radiator but they have all these small rectangular holes where air can escape just before the radiator. Is this some clever Mazda aero secrets? 

 

From what I have read the most important thing with cooling is to force all the air thru the radiator and not let it sneak by it. But here there are holes that makes the air go under the car instead of thru the radiator.
